How can we leverage the development of cycling lanes to boost bicycle tourism?

In urban European areas, the construction and development of safe cycling lanes has grown. The primary goal for these constructions is to encourage citizens to use them for their daily commutes, grocery shopping and other short journeys. But can these lanes also pose an opportunity in cycling tourism, by connecting them with routes from outside the city?
